New Orleans Mayor-Elect Helena Moreno says layoffs and furloughs are in order to fight the city's budget shortfall.

Moreno says she plans to cut 36 unclassified positions and lay off 62 employees who have worked for the city less than a year.

She's also eliminating 134 unfilled vacancies, freezing all hiring, and requiring non-public safety employees to take one unpaid furlough day every pay period. Critical services such as police, fire, and sanitation will be protected.

Moreno takes office in January.
