Man Charged In Alleged Looting Incident

The NOPD has charged a man with looting a New Orleans East phone store that was damaged by the tornado on Tuesday.

29-year-old Wayne Horn allegedly burglarized a building in the 8000 block of Chef Highway around 6 p.m. on Tuesday evening.

Officers who were patrolling the area were flagged down by a citizen who reported that they saw a person inside the structure.  Horn was spotted during a search of the perimeter of the building and allegedly was found to be in possession of a bag containing tools that the NOPD says are "commonly used" in the commission of burglaries.

The safe inside the business had been opened and Horn reportedly was in possession of a "large"amount of cash.  He also reportedly was armed with a firearm, a violation of his parole.

Horn was booked on charges of unauthorized entry of a business, looting, felon in possession of a firearm and simple criminal damage to property.
