Governor John Bel Edwards says he will not sign the emergency plan from Secretary of State Kyle Ardoin that was passed by the legislature.

On Thursday, the Louisiana House and Senate approved Ardoin's proposal that rolls back the categories of people who could cast their votes by mail.

Edwards says the plan provides no exemptions for people who are in groups with a high-risk of contracting and dying from COVID-19.

State Senator Sharon Hewitt said exemptions are not needed because when they were in place for voting over the summer, only 2% were cast absentee due to the pandemic.
