An Orleans Parish Second District deputy constable is on suspension on claims he refused to stop a rape.
Constable Edwin Shorty says an internal investigation is happening on why the veteran deputy didn't intervene after a witness reported the attack last month.
Shorty also says the deputy was in uniform in the French Quarter at the time.
No arrests have been made.
