The New Orleans City Council utility committee is working on ways to help residents who are having trouble paying high utility bills.

After meeting with people and hearing their complaints on Wednesday, the committee approved a resolution calling on the Sewerage and Water Board not to hand a past-due account over to a collection agency while it's still being negotiated.

The Council also approved spending $5 million in federal recovery money to help Entergy customers with grants of up to $150 to pay electrical bills.
