It is now illegal for pet owners to tie an animal up during a flood or hurricane.
The newest leash law in Louisiana is helping to protect both pets and first responders in the event of an emergency, as hundreds of tied-up animals were pulled from the 2016 floods.
Animal advocates say this is a step in the right direction, but there still needs to be harsher penalties for offenders, as the current fine is only $75. Louisiana's SPCA would like to see the fine increase to at least $300, and eventually enacted year-round.
Advocates plan to tighten the law by pushing for additional changes in the future.
