A Louisiana state law takes effect today that will allow upwards of 36,000 convicted felons who have served their time behind bars the opportunity of registering to vote.
The legislation was approved last year.
It applies to those who are now off probation or parole or have been on parole for at least five years, as well as those who haven't been re-incarcerated by today for a parole violation.
