Louisiana Right to Life is defending the state's abortion ban.
Spokesman Ben Clapper, who helped draft the law, said on Monday that the idea is to protect babies from deliberate elective abortions.
The Louisiana Department of Health makes exceptions that allow a woman to abort a child with conditions that make life unsustainable. Gov. John Bel Edwards and others want to add rape and incest to the list.
Clapper says the "circumstances of a child's conception" don't affect his or her human dignity and don't eliminate his or her right to life.
