The Sewerage and Water Board says it needs another $21 million to finish a substation project.
The substation generates power to drain flooded streets during severe weather, and was originally priced at an estimated $30 million.
Representatives of the board discussed the topic with members of the New Orleans City Council in a meeting on Tuesday that lasted about three hours.
