The Pelican Institute For Public Policy is pushing a reform plan to eliminate income and corporate franchise taxes, while also implementing stricter spending controls to address Louisiana's budget deficit.

With state spending up 84 percent in the past decade, the institute warns that unchecked spending could undermine any tax cuts.

The plan includes tying spending growth to population and inflation, and simplifying the tax code to boost business investment and economic growth.
