Two law firms from New Orleans and Chicago are conducting a civil investigation of the New Year's Day terror attack.
The Chicago firm, Romanucci and Blandin, specializes in mass disaster lawsuits, and is teaming up with local firm Maples and Connick.
The firms say the attack could have been predicted and prevented, and they're looking into what the police and city officials did and didn't do prior to the attack.
They represent more than 20 families and survivors who want to sue the city and the NOPD.
