Today Louisiana Governor John Bel Edwards will outline his tax reform proposals for the upcoming legislative session.
And on April 10th lawmakers open the session with the state still wrestling with money problems.
Governor Edwards said he plans to fix the structural budget problems through tax reform.
And in February he laid out his proposed budget for the fiscal year which begins July 1. That plan, though balanced, has $400 million less than the administration says is needed to fully fund current programs like TOPS.
At this time the budget is $29 billion but only $9 billion is general fund dollars that lawmakers and the governor have control over. And of that, only about $4 billion is flexible dollars.
The bulk of the budget is federal dollars and money dedicated to specific purposes through the constitution and state statutes.
At 1:30 p.m. Edwards will announce the recommendations he will put before lawmakers.
