Bill Raising TOPS Standards Passes House Panel

College could be a step closer to being out of reach for many students.

That's the concern some have after a bill raising the GPA standard for the TOPS program passed a House panel.

Baton Rouge State Rep Franklin Foil is behind the bill to require a 2.75 GPA to qualify for the scholarship funding.  One critic fears the change would greatly impact poor and minority students.
