Mayor Mitch Landrieu says he is convinced after a review of Sewage & Water Board documents that the agency is plagued by "major issues."
He told reporters Sunday the troubled pumping system that came under immediate scrutiny after recent flooding from torrential rainfall has never been fully operational.
Seventeen of 120 pumps remain non-operational and only two of five turbines to power the pumps are online and working.
