New Orleans officials and area residents are breathing a collective sigh of relief. The heavy rains expected from Tropical Storm Harvey didn't materialize for the most part yesterday, the 12th anniversary of Katrina.
Mayor Mitch Landrieu said it appeared the city had dodged Harvey's wrath for the most part.
He also announced that another failed drainage pump had been put back in service and two broken turbines that power the pumps were close to being operational again.
