Governor John Bel Edwards presented a bleak budget proposal to the Joint Budget Committee Monday.
Edwards told lawmakers this is not the budget he wanted to present, calling some of the cuts "agonizing."
They include shutting down some health services with a $660 million cut and axing 80% of the financing for the TOPS college tuition program.
Edwards added that "this is what falling off a cliff looks like."
