Democratic Governor John Bel Edwards says a $27 billion budget bill approved by the Louisiana House Thursday is a "complete failure."
It would decrease funding to state-supported hospitals and cut funding to the TOPS program by about 20%. The bill cleared the chamber with mostly Republican support.
House Republicans disagreed with the Governor's assessment of HB 1.
If it makes it to his desk, Edwards indicates he will veto the spending plan.
