Sewerage and Water Board Customers are disputing over 7,000 bills improperly sent out.
Leaders from the board admitted most of the employees at the agency don't know how to operate the billing system. In addition to the disputes, there are over 300 complaints coming in each week.
The Sewerage and Water Board spend almost $10 million in 2016 to upgrade the billing system, but most employees don't know how it works.
Acting director Jade Brown-Russell admitted the customer service team is in need of better training, but the agency claims it may cost over half a million dollars to do so.
