Louisiana State Senator Troy Carter is stepping into Louisiana's vacant U.S. House seat.
Carter defeated fellow state Senator Karen Carter Peterson as the replacement for Cedric Richmond in Louisiana's 2nd congressional district. Richmond resigned in January to become a senior advisor in the Biden administration.
Carter, who will be the only Democrat representing Louisiana in Congress, said his goals include vaccinating underserved communities, rebuilding bridges and roads and cutting federal student loan debt.
