Gov. John Bel Edwards is warning residents of southwest Louisiana to prepare for heavy rain from Tropical Storm Nicholas.
The governor issued an emergency declaration on Sunday evening as the storm approaches the Texas coast.
Nicholas could bring heavy rainfall and flash floods to Louisiana over the next few days, including areas hit by Hurricane Ida last month and Hurricane Laura last year.
Edwards said there were more than 130,000 Louisiana residents without power as of Sunday evening, two weeks after Ida made landfall.
