Mayor LaToya Cantrell may be required to reimburse the city for recent expensive travel arrangements.
In June, Cantrell and three of her aides spent more than $40,000 on a trip to France.
Her first-class plane fare cost $11,000 more than an economy class ticket her communications officer had already bought.
Cantrell insists the upgrade was necessary.
A city policy requires traveling government workers to seek the lowest fares available or pay the difference.
