A state senator is proposing a bill that would blame gun owners if their guns are stolen from unlocked cars and later used in felonies.

Sen. Gary Carter, a New Orleans Democrat, filed Senate Bill 216 this week.

Carter says he hopes the bill will encourage responsible gun ownership.

It would hold gun owners liable for civil damages, but only if their guns are stolen from unlocked vehicles and are shown to be used later in the commission of a felony.

Gun shop owners are reporting increased demand for lockboxes to store guns in cars.
