A federal judge is ruling that the New Orleans Police Department violated consent decree laws during their investigation of a bodyguard for Mayor LaToya Cantrell.
Jeffrey Vappie was being investigated over allegations of logging improbable hours on and off the clock while working as the mayor's bodyguard.
The judge laid out the city's multiple violations, including failing to accurately and completely record all allegations against Vappie.
However, the judge declined to punish the city.
