New Orleans officials say the city may create a hurricane shelter for people who can't evacuate ahead of certain storms.

Collin Arnold, director of New Orleans Homeland Security and Emergency Preparedness, says it would be possible to have a major shelter operating by next week.

It could be located at the Convention Center or the Recreation Development Commission Centers.

The Superdome isn't on the list because of bad experiences after Katrina in 2005.

Yet to be discussed are the hypothetical shelter's funding and capacity.
