A potential tropical storm in the Gulf of Mexico could threaten parts of Texas and Louisiana as a Category 1 hurricane by today or tomorrow.
The National Hurricane Center gives it a 90 percent chance that Tropical Storm Francine will form, sending heavy rain that may reach southeast Texas as the storm heads northeast toward the upper Texas coast or Louisiana.
The storm's north-northeastward turn is in the forecast for late Tuesday, by which time officials may know more about where the weather is headed.
