A proposed charter amendment on the November ballot is intended to deal with the affordable housing crisis in New Orleans.

If the Housing Trust Fund amendment passes, the city would use two percent of its general fund to set up the housing fund. Up to $20 million a year in existing funds would go toward affordable housing in New Orleans.

The Bureau of Governmental Research opposes Proposition 1, saying the housing crisis should be addressed by a city ordinance instead of a charter amendment.
