The Jefferson Parish Council is denying a construction permit for an apartment complex in Marrero.
Thomas Delahaye wants to build the 144-unit affordable housing complex between Ames and Barataria Boulevards.
But local residents spoke up at Wednesday's council meeting, saying they were worried about crime, traffic, property values, and the possibility the complex may become Section 8 housing.
The council refused to let the project proceed, and Delahaye says he plans to sue.
