The Sewerage & Water Board of New Orleans says Monday's rains got the better of their pumping system, resulting in street flooding.
The utility says 89 of its 93 major pumps were available during the storm, and were able to generate more than enough power to meet peak demand, even though Turbines 5 and 6 have been offline since March 28.
But parts of the city received six or seven inches of rain within a few hours, overwhelming the city's pumping capacity.
