The New Orleans City Council is moving to make sure the Fair Grounds remains a horse racing venue if Churchill decides to sell it.

Council members are expected to vote at today's meeting on an emergency measure to prohibit the use of the site as anything other than as a fairgrounds or a racetrack.

The state Supreme Court recently prohibited the use of historical horse racing slot machines without voter approval.

Churchill Downs says the ruling resulted in the loss of nearly half of the Fair Grounds' revenue from off-track betting.
