The Sewerage and Water Board's power complex suffered its second failure in recent months during Tropical Storm Arthur last Thursday.
The new $280 million complex experienced a voltage drop even though the storm didn't cause major flooding in the city.
Entergy says there was no cutoff of power to the facility, which powers most of the city's drainage pumps.
Mayor Helena Moreno says it should take "something very catastrophic" to make the complex fail.
