Tulane University students are recommending higher wages and housing assistance for New Orleans city employees.
Their study found worker pay has not kept pace with rising costs for housing, food and insurance and recommended increasing the city minimum wage by nearly three dollars an hour.
The students argued that improving economic stability should be part of the city's broader public safety strategy.
Council members noted several major crime categories are already at or near 50-year lows.
